"Third, we must strengthen security of supply of raw materials for our economy by striking the right balance between diversifying external supplies, through partnerships, like those with Canada, Ukraine and the Western Balkans, and promoting domestic sourcing within the EU.
With the support of the European Raw Materials Alliance, we should scale-up the raw materials industry and develop Strategic European Projects along the entire value chain, including mines, refineries, and recycling facilities – all according to the highest sustainability standards.
To achieve that, the acceleration and facilitation of permitting procedures, while providing for the full engagement of local communities, should be considered as a key priority by Member States.
Finally, we must secure funding not only to de-risk projects and leverage financing from the market, but also to counterbalance heavy subsidies given to industry in other parts of the world.
Our competitors, such as China, continue taking protective measures. A shift in approach is also evident in our allies, with the United States recently adopting the far-reaching Inflation Reduction Act.
We in Europe must therefore do what it takes to support our European industry so that the EU remains the place to invest.
This goes for Central Europe as well. Therefore, I am glad that in Czechia, for example, there is a manganese project in Chvaletice.
There is also a lithium mining project in Cínovec, another of the 35 strategic projects under the Czech Just Transition Programme I mentioned previously."
