this gets deferred, its nothing to do with the arguments, its wholly to do with giving councillors the opportunity to protect their positions on the council in future elections. The main Planning Officer has virtually told them there are no grounds for refusal or deferral. The Chair seems to be one of the few who will vote on merits not his future position. In saying that, a lot of the politics are sorted before the meeting and the Chair has a massive influence on that process. So lets see. I do not think the Council want to lose control of this issue which they will do if the item is deferred. Still confident.
JPM's made comments yesterday that the scheme would go ahead and a group of experts from Ethiopia were going to advise on the construction details. These experts have been involved in the development of the Great Ethiopian Renaissance Dam. As a comparison, that project commenced in April 2011 and was expected to be completed by July 2017. At this moment in time it is still not completed so even if it was completed by next April, you are looking at a minimum of an 8 year scheme. Even at this late stage, that project is not without its problems.
So the MCPP should have been up and running for over 5 years by the time Steigler provides any output. The Standard Guage Railway and other major industrial projects are going to need our electricity many years before Steigler Gorge produces anything at all.

He has a very short period of time to leave a positive legacy as at the moment the people of Tz are certainly no better off now, on the electrification front, than when he came to Power 3 years ago. Time is running out for him..

LC has done all he can possibly do with the MCPP and must be thoroughly frustrated at the number of times the goalposts have been moved however, I truly believe we will hear something of significance very soon. Agree with Wimbo that the Sepco RNS is massive.

So JD, in real terms, we might not be delayed by that much at all. If I recall, LC was projecting the PPA being concluded by end of Q1 and then FC. by Q3/4. If as you say most of the work on F.C. needs to be in place prior to the PPA being signed off, then whilst we have a delay on the PPA, the date of F.C. should be brought forward to counteract this delay.

Like everything in Tanzania, their interpretation of the word �urgent� is significantly different from that of the rest of the world. It seems obvious to me the negotiations have not been concluded due to a change in circumstance of some sort. Possibly upgrading the project to 600 Mw. Board members informed us there were only 3 SML applications outstanding. Does anyone know who the other 2 applications were from as we can have a look and see if they have had any progress with theirs.
A lot of good common sense posts today from those with long term experience in this share. JD seems to have the real feel for how the situation sits at the moment. Bottom line is the SP is the catalyst to everything. At the moment, and over the past 3 to 4 weeks, the SP has been virtually unchanged which to me is indicative that the process is still ongoing but final agreement is still not there yet. Undoubtedly, a sharp move in either direction will tell shareholders that something has moved because it is a certainty that others will be aware of this well before shareholders. I suppose the above is stating the obvious to many however, all the posts in the world and news releases from whatever sources will not affect the SP. the only thing that will move the SP is activity from those in the know.

Got to say that the new Mining Commission have done themselves no favours following their first meeting. What a set of idiots. They either have no business acumen whatsoever or they are terrified of making a decision for themselves. What a set of toothless clowns. If this is the modern day equivalent of an African Regulatory Body, then they will remain a third world entity for some time to come. Agree with those who have already stated the obvious. How can they even dream that international investors will be willing to spend millions of pounds/dollars on infrastructure projects on the back of a temporary licence. If this is the result of months of sorting out the previous problems they seem to have forgotten to supply the commissioners with their red noses, big boots and squirty flowers.
