You don't know how long it will take to achieve real revenue. Based on past performance it is very likely that more placings would be needed, and there will come a point where nobody wants to throw good money after bad.

I expect Aviator's about to brag about selling at .14 and then berate people complaining about the lack of investment returns for not having the canny (invented or delusional) market-timing capability to trade the share.

So back when we spent almost 2 years negotiating with an anonymous prospect, what else was going on behind the scenes? What other parties were being negotiated with?
Despite the claim that MOUs with multiple parties were received several years ago, only a single prospect was discussed through most of 2020, 2021 and early 2022.

I said the funding would eventually run out and it will. There's a very finite supply of investors willing to speculate on a penny stock with 15 years of failure.

This company doesn't have significant revenue. You are gambling on a 15 year old company that has never had real revenue being able to continue to burn through investor capital for years more. There will come a point where the plug is pulled, and as you note we are in a risk-averse environment.
