By not acquiring NCCL in full there would always be the potential for them to complicate matters whether NCCL hold 40%, 20%, or even a single, solitary share - a casting vote for either GE or CMEC in the event of differing proposals to achieve a stated aim - that is too much power for a third party imo. Remove NCCL and proceed by mutual consent once terms have been agreed with the government - keeping it simple. . . GL .
