Coal-based power plants asked to submit weekly progress report

The government has recently instructed the coal-based power plants, mostly at various stages of construction, to submit their weekly progress reports as the pace of work of many of them slowed down substantially.

At present, the government is implementing about 18 coal-based power projects having a combine capacity to generate about 18,392MW of electricity. Of them, four are in public sector, seven in private sector and seven in joint venture initiatives.

Among the projects, the performance of private sector power projects is the worst. “Most of them have failed to procure fund for implementing the projects in time,” said officials of the Power Division.
According to the officials, the power division set a dateline for fund mobilisation for implementing the private sector power projects, but many of them failed to meet the dateline. “We have no other alternative but to close the projects if they fail to mobilise the fund in time,” said a top official

He hinted that the Power Division may scrap a 522MW coal-fired power plant at Munshiganj if it fails to mobilise fund by this month. The Power Division asked for a meeting to take decision regarding the fate of the coal-fired power project, sources said.

Besides, the construction works of a number of joint venture power projects are progressing at a snail’s pace. The 1320MW Rampal power project has so far achieved only 16.67 per cent physical progress while the financial progress is only 18.63 per cent. The government signed the power purchase agreement (PPA) and Implementation Agreement (IA) of the plant in April, 2013.

The progress of the Bangladesh China Power Company Limited sponsored 1320MW Payra thermal power project was also slowed down despite completion of its 55 percent physical and 35 percent financial works. The government planned to commission the unit-1 of the plant in April, 2019 which now seems to be deferred, sources said.

The progress of rest of five joint venture power projects are also not remarkable, they said adding that the JV procured lands and formation of JV for implementing the power projects only.

According to sources, only the power projects in public sector are going as per schedule. The 1200MW Matarbari coal-fired power project’s has also achieved only 19.71 percent physical and 18.96 percent financial progress so far

I’ve now got time to post about today’s RNS... In truth there is not really a lot to say... Just read the RNS, anyone who can’t see this RNS as a positive for GCM, really should not be invested here... I know it’s been a while for many of us sat here waiting for that green light, but in my honest opinion it looks like Tang has been doing a great job, and again imho it looks like we are now on the home run .... Coal of India, Indonesia don’t match the one used for the plant, says Nasrul

The government is likely to backtrack on coal import for Barapukuria power plant as the authorities concerned are yet to find suitable coal for the coal-based power station.

“We have already sought coal from two coal exporting countries — India and Indonesia. But specifications of the coal don’t match the coal used for Barapukuria power plant,” said state minister for power and energy Nasrul Hamid.

Talking to the daily sun in Chittagong on Sunday, he said his ministry now hopes to import coal from Australia to meet the fuel crisis at the power plant.
Nasrul Hamid said, “If we find coal in Australia, then we will have to face another challenge of transporting the coal to the power plant site.”

He said if coal import is not possible now, then the imported coal-based first plant will be 1320MW Payra plant in Patuakhali.

The Payra power plant is expected to be operational in the middle of next year.

Power generation at Barapukuria power plant was suspended for an indefinite period on July 22 due to the coal crisis.

According to BPDB, they need to supply 5,500 tonnes of coal every day to continue electricity production at Barapukuria.

On July 28, power secretary Dr Ahmad Kaikaus said power generation at the coal-fired plant will resume on a limited scale during Eid holidays.
“The government will import coal as per the requirements of the power plant,” Kaikaus said.

The power division will communicate with India, Indonesia and Australia for coal import.

It may be mentioned that the coal mine authorities have filed a case against 19 officials, including the managing director of Barapukuria Coal Mining Company, over the disappearance of 144,644 tonnes of coal worth Tk 2.3 billion.

Prime minister’s power and energy adviser Dr Tawfiq-e-Elahi Chowdhury on Saturday said those who are complicit in Barapukuria coal scandal will be brought to book.

State minister for power and energy Nasrul Hamid said the government has formed a high-powered committee to investigate the coal scandal.

ADB approves $357m in funds to develop Bangladesh power lines

The investments comprise a $350 million ADB loan, a $7 million grant from the Japan Fund for the Joint Crediting Mechanism or JFJCM to partially finance new high-technology energy efficient conductors, and a $500,000 grant from the Republic of Korea e-Asia and Knowledge Partnership Fund or EAKPF to promote socially inclusive growth with gender equality, ADB said in a statement on Tuesday.

“Bangladesh has been experiencing impressive economic growth over the last decade, but to maintain and even accelerate this, more investments are needed for the power transmission network to meet growing electricity demand,” said ADB Senior Energy Specialist Aiming Zhou.

“In support of this, the ADB project will make the power transmission system more efficient, reliable, and environmentally friendly.”

About 35 million people in the country are without access to electricity. Inadequate transmission lines and substation transformer capacities in the southern and western regions are the main contributors to transmission bottlenecks, according to the statement.

At the same time, construction of new transmission lines has become more challenging because of the high population density and limited rights-of-way, ADB said.

The Southwest Transmission Grid Expansion Project builds on ADB’s previous work in the Bangladesh power sector, including the recently approved Rupsha 800-megawatt power plant in the southwest region, to address continuing deficiencies in the transmission system through providing more efficient power transfer to the load centres of the southern and western zones.

The project will develop a 126km-long 230 kilovolt transmission line from Barishal to Faridpur and a 104km-long 400 kV transmission line from Bogura to Rohanpur, along with substations, transformers, and associated extensions and connections.

The new transmission lines will introduce to Bangladesh a new type of high temperature conductor to allow more power transfer at lower energy losses. These have less resistance to power flow, higher power transferring capacity, and operate more reliably in tropical weather.

In addition, the use of these conductors also helps to minimise right-of-way requirements.

The project is also contributing to climate change mitigation, since the new conductors reduce carbon dioxide emissions compared to conventional transmission conductors that are used in Bangladesh.

This climate change mitigation accounts for $93 million of the investment, comprising $86 million from the ADB loan and $7 million from the JFJCM grant.

Under the EAKPF grant, the project will fund a scholarship programme that will support women’s access to higher education and boost their job opportunities in the electricity industry.
