RE: Italy11 Jan 2019 17:05
like everything in italy - this is a lot of hot air, that isn't quite watertight as usual.
The issuance of the permits indicated may be delayed by upto three years, until they have decided which regions/provinces etc, are suitable for hydrocarbon exploration and cultivation and those that are not.

This, is what they are really saying...
The amendment blocks drills will stop at least 36 concessions . With the amendment proposal included in the amendment to the Dl Simplification regarding permits useful for the research of hydrocarbons, MISE traces the scope of the new rule that could prevent the release of 36 licenses already pending for a period of 3 years, including the three permits issued in the Ionian Sea that caused the new fuss to be raised.
Announcing the change on 9 January was Davide Crippa , Undersecretary of the Ministry of Economic Development with responsibility for Energy.
The correction, according to which the activities related to the operational research of hydrocarbons do not have a strategic and public utility character, introduces instead the "Plan for the sustainable energy transition for suitable areas" (Ptesai), which, in agreement with Regions, Provinces and Local Authorities, will aim to identify suitable and unsuitable areas for the exploration, research and cultivation of hydrocarbons throughout Italy.
Furthermore, the amendment, which will be discussed in the coming days before the Constitutional Affairs and Public Works Commissions, would bring with it the modification of some fees for the issue of the same concessions. All aimed at "Ensuring full environmental, social and economic sustainability of the national territory and to accompany the transition of the national energy system to decarbonisation".
The minister says it will block, the MISE says it could block - this leaves it all nicely open for those willing to grease the right palms to ensure their area is "suitable for hydrocarbon production" You will note the mention of the words "fees and modifications" in the article - say no more, in my view.
Some of zeniths explo permit applications have been "pending" since 2011 and I haven't been expecting any traction on these any time soon.
Not priced in and they are not targetting resources currently producing.
This was announced two days ago and there has been steady upward movement in zeniths share price.
