If it's an exploration decline what exactly are they exploring for? It sounds like a silly question but are they aiming to locate NEW areas of mineralisation or expand their knowledge and understand of mineralisation they have already discovered?

Or maybe Newcrest is unable to find an employee to perform such a complex task and require someone with a special set of skills to unearth this HG monster in the most efficient manner possible

It is interesting that Newcrest have chosen to advertise for such a position externally. Why not appoint a Newcrest employee(s) to perform this most routine of tasks, a task Newcrest have no doubt performed many times before?

Yes, a tiny job advert on an Aussie website confirms that the Havieron mine has been given the unofficial green-light. GGP is now no longer just an exploration company. I'd say that's a de-risking company event

A rank amateur but from what I have read the decline can be used for both exploration and mining purposes. So, I take it this decline is for the purposes of both exploration and for the extraction of ore

Overview

The Havieron Project is the primary target of the Newcrest-operated farm-in and potential joint venture with Greatland Gold. The Project is located in the Paterson Province, Western Australia, approximately 45km east of Newcrest’s 100%-owned Telfer mine.

You will manage a small owner’s team, various stakeholders and contractors, to safely and efficiently deliver the exploration decline to meet the requirements of the Havieron business plan.

Reporting directly to the Head of Projects, you will be responsible for:

Managing the tender process including development of tender documentation, evaluation
Awarding the contracts
Developing underground mining team
Managing the construction and execution of the greenfields Boxcut and Exploration Decline
Managing the surface infrastructure and mine development camp
Delivering the project on time, within budget, and as per technical specification

This is a fixed term position that will work on a FIFO (8/6) roster. Point of Hire is Perth.
