If you look at the quarterly results it has a line that says property, equipment and plant in the assets column. This now at £25million. New spend.

From personal experience with contractors I’m not surprised at the delay.
It is no fault of AMC.
My experience was that I gave a piece of work to a partner company who were working remotely.
I had a weekly meeting with their project manager every Tuesday. Each week they said all okay and will be delivered on time. On what should have been the last Tuesday meeting their project manager announced that the needed another 4 weeks to complete on what was an 8 week piece of work.
I then had to relay this to the client.

My reading if this, which is most likely wrong, is that the TEO must almost be ready for publication.
Why?
The need to say something at the AGM.
Also the Q&A is 25th Nov.
In my experience when dealing with important deadlines, in my case bid preparation, all hands are to the pump and the need to have access to the senior management is paramount. Therefore, distractions like creating a Q&A presentation and AGM preparation would be idiotic.
Hence my conclusion that TEO must be in the final stage.
