Just an observation.

If the cost of getting the gold out of the ground is $1500 / oz then if the price of gold is $3000 / oz.

Profit on paper $1500 / oz.

Even if the gov takes 33% profit is still $1000 / oz for the rest of the shareholders.

Me thinks that would be enough to attract investment.
