No, you are wrong there, the CoS being quoted is not the chance of a best case scenario. You can see CoS figures of up to 35% in this presentation (page 10):

The standard industry “chance of success” terminology is used, so as I said before success is measured by whether a commercial discovery is made (oil that is determined to be commercially viable for appraisal and development), which means that the chance of a best case discovery is significantly less than the CoS. Of course the local rampers are not interested in these kind of distinctions and, as time goes on, we will be hearing how this one is different, how the CoS is in fact better than 35% but how BPC just can’t come out and say that (although we have already had the dangerous phrase “virtually a dead cert” used in a BPC video). This is the kind of nonsense that makes the pre-drill excitement trade such an absolute belter. The share price may be off a little this morning but that is probably just because the local rampers talked themselves into expecting an RNS first thing. There should be news soon enough and, rightly or wrongly, we will then be off to the races without a drill bit even touching the seabed.
