Poc forgive me but I think you are being a little naïve about the rules.
As winalot points out ARA are in control.
Look at the following scenario.
A game of hardball is being played and Ara do not want to show their hand! Bearing in mind that by showing their hand it could possibly lead to a worse deal, do you think Aminex would not be affected by that?
Even if Aminex know the results, do you think they would want to pee on their own chips?
Despite what the rules say, it is entirely possible that Ara have given an indication of CPR but not necessarily given it officially in writing. If Aminex have received nothing concrete, then surely under the rules they would not be obligated to reveal something that could be considered woolly?
However as you point out, we have not yet past that anticipated December point of expected announcement so we don't need to be concerned about that until January arrives. Even then though, I would point to the above hardball game.
Personally I am expecting a happy Christmas for holders, but I can't guarantee anything as it all rests with the government. If they are anything like the bunch that reside in our own parliament there will be good news by the bucket load ready for the 2024 elections.
