Maybe its too early for either side in Amhara to decide to sit round a table but a much better chance in Oromia. Doubt Mike Hammer will be able to do anything over Sudan apart from temporary ceasefires that breakdown so will probably spend most his time on a long visit on Ethiopian matters. Doubt it’s a coincidence that you get an announcement of a world bank grant and notice of his trip on the same day partially a carrot also in response to recent Chinese moves (Brics and debt rescheduling).
