Certainly but it doesn't mean they are going to just go with what some other company picked as their #1, 2, 3 targets. An Exxon could have a completely different view of the data vs a Total.

There's been no indication of such from Tullow. If there were a farm out the new operator would need to do due diligence analyzing data before considering a drill.

Is there really any new information here? Tullow has still made no statement , correct? Do we even know that they will drill anything in 2023, wouldn't they make an announcement by now if drilling in next 12 months. Seems premature to guess on sites tell we see what 20% they will give up.
