b) A buyback (which both encourages people to continue to hold, increases the chances of bigger returns for those who do hold, and supports / potentially increases the share price in the short term). Do the buy-back aggressively up to a certain price, retain enough funds to continue it below a certain threshold, along with enough working capital to avoid any need for raising more in the next few years, and only with money spare above that, consider new investments. Large dividends just mean an incentive to sell up and leave, and more investments just kick the can down the road, and may lead to people having enough of the jam tomorrow and selling.
