Gooner - I would suggest you read a little up on China's ambitions in the region before being so flippant.
They essentially want to control all the resources along the belt-hold road. Phulbari is key to their plan.

I would expect the SP to move considerably further north once the miner is announced (BHP or Glencore) and then the proposal will be submitted once all the 'political pieces' are in place, which are currently be manoeuvred into the correct spaces.
Easy to look back on failed projects but that's like saying HS2 will not be built because of Concord's failing. Bangladesh need this to satisfy the commitments they have made to the electorate by 2025.
