In a previous SCC Planning Meeting, it was stated that if they thought fit, Angus could go to appeal if they did not agree with any decisions made. From then on in, future direction and decisions would no longer be in SCC's remit and taken out of their control.
If I recall correctly, it was Cllr Mallet who spoke on the subject. Hence, the SCC may indeed try to impose limited sanctions/recommendations on Brockham but yet in doing so, still keep overall control.
In essence they will do a Cllr Clayton Wellman, stay in the room and cause as much confusion as possible.
