Western Gas is in a bit of a 'pickle', they bought the licences from Hess for $1. But in buying the licenses, they have 5 wells which are plugged and abandoned (which they inherited from Hess). They need to be plugged and abandoned to environmental standards, the cost of doing that is $100m. If they don't do that, the licences has to be returned to the Government.
