I can find all the details of some of the projects, but it seems to me that EF generally dont become the main fund source, Petrobras is state backed too. FIG has no way to support like Petrobras could.

I am thinking this is too risky for EF to essentially be the main supplier of credit, which is what they would be. They would be in the same situation as RKH, chained to PMOs performance and capabilities !

No, it doesn't help. In general EF do not go higher than £300 million, a couple of times, but not many.

They will have to have faith that PMO can deliver, before they invest in FIs future. Considering EF was mentioned in 2017, its taking a bit long isnt it? EF not happy ? Will they invest/loan ?

The loan has to be paid back, its NOT free. Therefore its an investment...even if you charged no interest, you are investing in the future of the said recipient .
