Well that is true, except that under the current structure nothing is able to move forward. W2T have been tasked with the responsibility to establish the SPV for this project and to find funding for it. As we all know, they have failed to raise the required funding. I can only assume that the reason for that Is that no bank or financial institution will lend that sort of money given the current confused structure and relationship between PHE and W2T. For the moment both companies are stuck in the mud, which is the reason that it has been decided that they must merge in some way.
Nor can PHE go it alone so long as the current structure continues to exist. First they don't have the funding for it, and would be unlikely to raise it under the current structure. Furthermore, PHE cannot themselves go ahead with the development of the DMG at Protos because:
a) PHE don't have a lease for the site at Protos. W2T have the lease.
b) PHE won't have planning permission at Protos. If/when the planning application is granted, it is W2T who will have that planning permission.
c) PHE won't receive the grant of £1.25M. That is due be awarded to W2T subject to planning permission and funding.
d) PHE cannot develop the DMG system anywhere in the UK because it has given exclusive rights to W2T to market and develop the DMG in the UK.
All IMHO of course, and happy for anyone to put me right if I have got it wrong.
