Agree, a company that is confident in its own future would buy back the shares and then 'burn them'. This gives added value to the remaining shares and price. It's also a winner for the directors who own shares. This buy and place into treasury is a move seen straight away by the II's who remain unimpressed and hence the value of the market moves sideways at best.

The last time I looked earlier this year the licence had expired, and it must be re-applied for by addressing a contact in the Romanian government if anyone required a further licence.
So yes, unless there has been another licence applied for (which there may have been) any further momentum is halted.
