need , some clarity from Timor and it will all take off.
The recent sign up by Timor for International arbitration, to me is a big step forward
can no longer pull the stunts of the past, telling operators no you can't go to Darwin
when you have already built the refinery, or no to FLNG when the ship being built
At the time they held zero % of any asset, just the territorial rights to taxation etc
None of the few who participated in the bid round have signed off , was to be by
last June/July, the last thing put out by ANPM was, now by end of February, so
should see some movement soon.
Many thought perhaps holding off , to wait and see what happens with Sunrise
and Beaco but maybe it was the arbitration they were waiting for, timing fits.
Having signed up, the companies can nail down their PSC's to include their plans
for development , without fear of interference, knowing they can make an international
courts claim against Timor, for all expenditure in developing the asset, if they try to
change what was agreed, or pull the rug as they did on Shell and Conoco Phillips.
Just imo but think things should start to bubble, not just for boil soon. GLA
