Artyth - Like yourself, I've watched all the interviews and read the RNSs. The delay to the exploration permit extension is both surprising and frustrating for shareholders and management alike. I don't think Mike Struthers has been disingenuous with timelines and he has just been relaying what he has been told by government authorities.
However, I'm still very confident the company will receive the permit shortly. It's passed through all the necessary stages, albeit at a snails pace, without any serious objections. It's been agreed by Mining Agency, endorsed by the Minister of Economy, the government resolution has been finalised and passed through other ministries such as Finance and Environment, and now it has passed through a cabinet meeting at the end of December 2018.
If there were any serious objections I don't think the permit extension would have been passed through all these various stages. The company is now at the final point in the process which requires the permit to be signed off by the Prime Minister.
With the benefit of hindsight I put the delays down to the change in government, and the new government having a busy agenda. For example the process was delayed between June and September as the Minister of Economy didn't take up his role full-time until 10 September. Renewing the exploration permit, whilst crucial for GEO, was probably not at the top of the list of priorities for the new government.
