Joe, I don't think he has told him that negotiations are on-going has he? Isn't that just your interpretation? He has said "Considerable progress has been made on various of the contract opportunities. We are not at liberty to expand on the inner workings of those negotiations"
Considerable progress could actually mean that they have finalised the addenda for the two contracts and are just waiting on some other external factor (eg the SPV) before proceeding. That is still consistent with considerable progress, very considerable in fact. Likewise not expanding on the inner workings could just be a way of saying I'm not going to tell you that they are complete.
Of course, it could also all just mean that there are still some aspects that aren't finalised and we aren't going to tell you what.
It's all down to interpretations, similar to whether contracts drafted are final documents or just first drafts. Probably depends on whether you think they have been twiddling their thumbs for the last 9 months or not.
