Unlikely. The Iranian policy/army are providing the security staff in the other two terminals. Can't see why they would do that differently for the Iranshahr terminal. Re equipment, impossible to tell, but if there is a specialist security company involved with the other two terminals providing and maintaining equipment (ie us), hard to see that we wouldn't be involved in that too.

Any signed contract will have a start date, Depending on the nature of the contract, WSG May need to hire staff ready for the start date. If for some reason the start date is not yet certain, then the client is unlikely to commit to signing with a start date pencilled in as WSG will want paying from that date. We know the client is happy with the terms as they have asked us to sign.

MB, whilst I can't rule out Namibia for certain, I think it is further east than that. For PF to confidently predict converting an MOU by the year end early last year suggests to me he thought that there was a client deadline to sort it out by. A new airport or terminal opening would possibly be such a deadline. The fact that it hasn't happened yet and the client has us to sign and leave it with them, suggests to me that airport/terminal has been delayed and the client is waiting until the last moment before committing to a start date for WSG.

There are a number of airports that would fit into that theory though.

Entebbe in Uganda is undergoing expansion work. Phase 1 (including new cargo centre) was due to complete last year, now 2019.
Dar Es Salaam in Tanzania - new terminal is due to open in Jun after funding delays.

No that wasn't confirmed at the AGM. What was stated was that the letter exchange was originally planned to occur 8 weeks after the contract was signed. Subtle difference. The idea being that it gave 8 weeks to get set up once the terms had been signed up to and were certain.

There appear to be conflicting reports Novice, the one you quote states by end of the Iranian year, others that Etin et al have posted state in the new Iranian year. I would probably go with the latter as a guide as those reports were I believe published latter and it stacks up with the 40 day timescale. The opening date has been pushed back numerous times, so moving to the other side of the Iranian year end wouldn't surprise me.

Good find on the Iranshahr terminal timetable. I was expecting that that would be a lot longer away than just 5 years.

The interesting point about the Iranshahr terminal (well I think it is anyway) is that if they plan to build an airport city free trade zone and an airport terminal capable of handling 100m+ PAX to support it, it gives a good signal as to which direction Iran is heading in. They can't support all of that if they remain a heavily sanctioned state.
