Premier Oil has indicated that commencement of development drilling at the Sea Lion field off the Falkland Islands now looks to be more likely around mid-2021. The operator previously had tapped drilling to begin in the second-half of 2019, but then changed it to early 2021 prior to the latest delay. In February 2018, Partner Rockhopper Exploration reported a Letter of Intent (LOI) had been entered into with Diamond Offshore for the provision of a suitable drilling unit for the Sea Lion Phase 1 development. The LOI has exclusivity through the end of this year, so it is unknown whether that will be extended or a new one will be drafted. Nevertheless, Premier says it remains focused on securing funding ahead of a final investment decision, now expected around 3Q/2019. Premier also has LOIs in place for the FPSO, well services, subsea installation and SURF/SPS for the project
