Your post is valid for those who bought in at 11p, if they have not averaged down since, but is irrelevant to those buying in at the current level.
The question is: from the current level of 0.12p, where is the share price going?
If it's going to, say, 0.18p, then it's a buy, because that's a potential gain of 50%.
If it's going to 0.24p, then it's an even stronger buy, because that's a potential gain of 100%.
