The evidence for these devices is pretty strong https://www.medpagetoday.org/infectiousdisease/surveillance/22712 with ~ 90% specificity hence a no brainier if you want to control spread- have them at every major point - airports, ports, train stations, bus stations etc.
Just a guess based on https://www.ncbi.nlm.nih.gov/pmc/articles/PMC3294528/ could be in the range of £20-25,000 each? Selling 10-20 per country could net us £250-500,000 and a few more from large countries with multiple airports could be humongous (adding anywhere between £2-5 million to our coffers?)
Me thinks the ministers are still wrangling over this - the President was clear “ Mr. Speaker, the effect of the reduction in the benchmark import values, which became effective from April 2019, will be mitigated by enhanced trade tax compliance following the introduction of additional efficiency measures at the ports, including operations by Meridian Port Services Ltd“ (Page 27) https://www.mofep.gov.gh/sites/default/files/budget-statements/2019-Mid-Year-Budget-Statement.pdf
Looks like the revenue chaps are stamping their authority and running the show “The Board Chairman of the Ghana Revenue Authority (GRA), Prof. Stephen Adei has instructed Customs Officers at the Port of Tema not to take instructions from senior officers of other state agencies also operating in the port“ http://radiotamale.com/2019/11/01/dont-take-instructions-from-any-superior-officer-prof-adei-to-customs-officers-at-tema-port/ hence the GPHA has no say over revenue collection - this means every container needs to be scanned and items accounted for to ensure import tariffs are paid - no more brown envelopes and under the table payments - the revenue chaps are serious that means we are needed!!!
Ghana likewise cannot expect foreign investment and claim it to be its own or via taxpayers when there hasn’t been any!!
This is a business not a charity - the ‘concessions’ they are pushing for may or May not be agreed and could be minor to keep some politicians happy in the interim and win them votes to keep them in power. Some other ‘corrupt’ project will come along and all will be forgotten on Tema (and the expansion and not forgetting Takoradi that has already been given the go ahead - surely there would have been a halt if the project was under threat? There hasn’t! For the very reason it benefits their economy but the wish to focus on short term gain which has no impact on what is being delivered long term!).
