Most of the properties that need heat pumps need to be better insulated first [not sure, but I think a minimum EPC rating of C is needed]. Heat pumps simply do not work in the typical Victorian semi without significant improvements [double glazing, loft insulation, draft proofing doors, filling in floorboard gaps...]
