Lula's administration is likely to want a more sustainable [and buoyant] agricultural industry. I see more demand for cleaner biological inputs being used to generate more produce from existing fields [as opposed to stripping virgin forrest to get at the fertile soils]. And, as a 'leftie' he will need to run prudent economic policies to prevent devaluing the Real and importing inflation that hurts his poorer voting base. The prudent economic policies will help PHC get paid in US Dollars and the more sustainable agricultural policies should see more demand for the products.
Overall it will hopefully be positive for PHC; I would be far less optimistic for mining concessions as polluting mines will face more stringent planning permissions and higher taxes. But Lulu will have a battle against entrenched rightwing politicians so massive changes are unlikely to happen in a hurry.
And PHC is diversifying its markets so the Brazilian market should be becoming less significant over time. Clearly I am biased.
