It is not an open offer.
It could be deemed to be Fair Value - academic principal.
The loan giver is offering her C.V value which the board of IMTK took over preference to potential sale of co via parties and discussions.
For the investor, what is the price one perceives to be good value. You pay your money, you take the risk.
One could have bought IMTK at less than 7.02p say but that will be BEFORE the 26 July 2018 RNS; Vin Murria taking a controlling stake subject to regulatory clearance.
Say, CWD - the open offer only to existing shareholders a few days ago was at 10p but mkt closed at 21p. Risk is still present if the offer does not complete but fair value as perceived by the mkt.
If one thinks one can get 2p say even after the said RNS, then one will have to wait for that price.
