Putting together what SDR says and what it implies, here’s what one can expect regarding how Information Operations will evolve under SDR:
UK Defence will shift IO from being a somewhat separate or supporting function, to being baked in from the start as part of strategy, planning, operations — especially when combined with cyber / electromagnetic warfare.
IO will become more central when designing “battlefield awareness”, “targeting webs”, and information advantage. That includes being able to monitor, analyse, and if needed counteract adversary influence campaigns (disinformation, propaganda, etc.) more quickly.
More resources, training, command structures will be dedicated to IO; more integration with agencies outside the Ministry of Defence (e.g. intelligence services, media, civil communications, possibly foreign affairs) to deliver influence and strategic communications.
The UK will likely invest in tools and capabilities that can monitor and act in the information space: e.g. AI & data analytics to detect adversary messaging; rapid digital response; coordination of messaging across platforms; understanding and using “information environment” as a domain in its own right.
Oversight, doctrine, legal/ethical frameworks will need development for IO: because influencing public opinion, messaging, etc. often brings challenges around free speech, information integrity, legality and norms.
