A 60kV wooden poles and wires TL isn’t exactly a major project in Botswana requiring Ministers and dignitaries MFM. Quite small scale really in fact !
Here is a proper TL in Botswana - I believe phase 1 was successfully completed (about 15 months behind); not sure if phase 2 linking across the northern parts of Bots has started yet.
Believe it or not, the 400kV north west TL passes closer to Lesedi than Serowe is located. But a 60kV line is just too small scale to allow for an investment case around Tlou (or anyone) building their own substation and linking directly (rather than the current 100km one way trip).
All part of the joys of having an ambition to simply demonstrate proof of concepts ….. in a country screaming out for new energy supply sources.
But don’t worry - we will continue to read about how clever and focussed TG is on not spending cash, not overstretching the company, keeping our best interests foremost, etc…. Just an endless stream of naivety and total irrelevance !

Orapa tender - forget it as well. People responded and they never made a public announcement on who was successful. Smacks of another retender as and when they get round to it - and Tlou don’t have enough gas to make Ministry think Tlou can service the 90MW plant. In any event, the turbines will likely require extensive refurbishment to run on gas - who pays for that? Certainly not the Govt or Ministry.
How many times do you need to be told - Gas to Power is the primary path to commercialisation.

This is all happening in and around Serowe, so I really don’t see any central Govt support or appetitive to progress and meaningful economic advancement measures there until the Khama poop-stirring is resolved.
And let’s hope matters don’t escalate much further from the current ‘sticks and stones’ approach - but since ‘faning the flames of tribal conflict’ has been mentioned, and since Khama is increasingly being side-lined, marginalised and discredited he will become increasingly dangerous and probably unreliable. If he remains in exile in SA, he will stir the pot just as much as he can.
The man is a real problem for Botswana, especially as the next 18 months are all about pre-election posturing and positioning. It isn’t messy yet, but no guarantee the peace and stability will remain untested.
And for what it is worth, I despise Khama as much and more as the 2017 /18 Tlou PR brigade - Tidd and mates, you know who you are !!

And as we already know, current Govt doesn’t work that effectively in the first instance, so **** like this really does not help. And this guy comes from Serowe District, and too many here do not seem to appreciate the significance of tribal politics in African countries.

The company has $3+m of its own cash and $5m coming from BPOPF. The total amount is not enough to complete the transmission line - so how is Tlou going to spend the money/ funding available to it ahead?
Own money first and then BPOPF - of course not;
BPOPF first and own money second - maybe but BPOPF might have said spend on a pro rats basis;
So that is the 3rd possibility of spending together - makes the most logical sense.
But what if Tlou doesn’t want to run out of its own cash quickly - since that would require a cash call/ placement in the midst of a construction project where the funder could presumably say Wr have you over a barrel here Tony boy ….

The government has informed Bangwato Regent Kgosi Sediegeng Kgamane that it has banned meetings at Serowe Kgotla aimed at discussing the fallout between former president Ian Khama and President Masisi’s administration.
In a letter addressed to Sediegeng Kgamane, the Minister of Local Government Kgotla Autlwetse informed the Bangwato regent that, “You shall not, in any manner whatsoever, either directly or indirectly, call or convene or cause to be called or convened a kgotla meeting at the Serowe Kgotla or at any other Kgotla, to discuss, debate or deal with or address any matter pertaining to, or which involves former president Lt. General Seretse Khama lan Khama and/or any of his family members.”
He added that “You shall not, in any manner whatsoever, either directly or indirectly, take instructions or directions of whatever nature, or agree to implement such, as issued by former president Lt. General Seretse Khama Ian Khama or in any way whatsoever, implement or cause to be implemented such instructions and/or directions, nor shall you call or cause to be convened any meeting at his instance or at the instance of any other person or authority.”
Autlwetse also informed Kgamane that “you are directed to forthwith, directly and indirectly, desist and without further ado, cease to call or convene any meeting at the Serowe Kgotla or any other Kgotla concerning, or whose subject matter is former president Lt. General Seretse Khama lan Khama, or his family members and/or sibling.”
Peas - just imagine if they could bring themselves to admit they were wrong all this time. That would be their first step towards self-healing.
But I wholly expect they will never heal sufficiently to then admit someone else was right all along.

Serowe is the centre of Ian Khama’s supposed ‘Royal kingdom’. Given he is now in effective self-imposed exile in S Africa, and is stirring the pot with his ‘royal subjects’ in and around the wider Serowe district, does anyone here realistically think that Tlou and businesses in that region can remain totally unaffected.
There were reasons why Tlou has been unable to progress it’s business quickly - Morris gave the greatest patsy answer of all time when asked - “time Donkey, time”.

7. I must also warn Autlwetse that by disrespecting Kgosi Sediegeng and myself through Kgosi Sediegeng he is fanning the flames of tribal conflict as many Bangwato have asked me to call Autlwetse to order, as I hereby do. In terms of Bangwato Tribal Affairs Autlwetse is junior even to Kgosi Sediegeng as Regent of Bangwato. It is abominable and downright rude for Autlwetse to ever think he can call Kgosi Sediegeng to order for respecting and implementing my instructions.
8. I have since requested my uncles in my absence to urgently call Bangwato to a kgotla meeting this coming Friday, April 1, 2022 to consult them further on what has been recommended to me by Morafhe for a way forward in trying to deal with my differences with Masisi following his dishonouring of an undertaking to grant my uncles an audience.
9. Let me conclude by again warning Autlwetse to stay out of the affairs of my Kgotla and Gammangwato in general for his own good. What he has done is an act of indiscipline, insubordination and gross disrespect as he is attempting to strip me of my status as Kgosi Kgolo. I call on Bangwato to disregard the contents of his letter and to continue to freely attend any kgotla meetings in Ga Mmangwato.

Statement on Government Provocation
Subject: Bangwato Tribal Affairs
1. ?I have been duly informed by Kgosi Sediegeng Kgamane, Bangwato Regent, of a letter to himself dated 21st March 2022. I have seen the letter and I believe it’s in the public domain anyway as it was headlined in one of past weekend’s newspapers.
2. Even as I am aware of the minimum authority of Autlwetse as Minister responsible for Bogosi, I must state from the onset that the tone and contents of his letter to Kgosi Sediegeng violate section 25 of Bogosi Act as it clearly undermines my authority as Paramount Chief of Bangwato and by extension that of the tribe. Further, I cannot ignore the fact that in this particular matter, Autlwetse is heavily conflicted and cannot be a neutral arbiter.
3. The basis for the said letter according to Autlwetse is that Kgosi Sediegeng has allowed Bangwato to use their main Kgotla in Serowe for what Autlwetse puts as private affairs that in his view cannot be conducted at my Kgotla. This is in reference to my having instructed Kgosi Sediegeng in my capacity as Paramount Chief of Bangwato to update Morafhe on matters that affected my family, that being the illegal detention of my twin brothers Tshekedi and Anthony Khama and Thea Khama, Tshekedi’s wife by the Directorate on Intelligence and Security Services (DIS). Apparently Autlwetse had attempted to stop the meeting which took place at the main kgotla in Serowe, as I had requested, and which he describes as having been “outside the purpose and function of a kgotla”.
4. Among other illusios and offensive assertions Autlwetse calls upon Kgosi Sediegeng never to convene any kgotla meeting in Serowe or any other kgotla in Gammangwato for matters that involve myself and/or any of my family members. He also declares that Sediegeng cannot take or implement any instructions from myself or convene a meeting at my instance.
5. Autlwetse goes on to imply that Bangwato have no right to use their Kgotla on matters that involve my family and myself despite the fact that I am the paramount Chief of Bangwato Autlwetse included.
6. It is my duty therefore to remind Autlwetse that even as Minister he is my subject and has no business or right to interfer in my dealings with Bangwato. If I needed his view or opinion on any such matter I would let him know. I have so far not needed any.
Yes, you would think that. But then, who in Ministry and BPC would understand flow rates and whether the results are good bad or indifferent …..
And, with a PPA contract, the folks at Pension Fund are more concerned about financial returns than commercial complexities.
But, for avoidance of doubt, I am not suggesting Tlou are pulling a fly one by rinsing this detail past everyone involved.
The other aspect here is Tlou are delivering a proof of concept ie gas to power on a small scale. So they primarily just want all the bits to be built and then work.
Their competitor, Sekaname, are looking at an altogether different project ie 97MW, so quite how they plan to convince funders to pay up for hundreds of $’m should be quite the challenge.
