The law intends for the Spanish economy to bury fossil fuels in the long term, since it foresees that Spain will reach emission neutrality "before 2050", that is, by then the emissions that are expelled into the atmosphere are offset with those that ecosystems such as forests or oceans can absorb.
Congress raised the national climate objectives in the medium and long term with respect to the project presented by the Government, now set that by 2030 greenhouse gas emissions will be reduced by at least 23 percent compared to 1990, renewables provide at least 42 percent of final energy consumption, 74 percent of electricity is generated from renewables and energy efficiency improves by at least 39.5 percent, and, by 2050, all electricity will come from renewable sources .
The first review of these objectives will begin in 2023, thanks to a transactional amendment to both More Country-Equo and the ERC that was supported by the majority of the groups in the first round of Congress.
Mobility and air quality
In terms of mobility, the text maintains 2040 as the deadline from which only new cars and light commercial vehicles can be sold - except for those registered as historic vehicles - free of CO2 (specifically, with zero grams of CO2 per kilometer traveled), so that before that year the sale of polluting vehicles will be reduced. In addition, all public administrations must adopt measures so that by 2050 there will be a fleet of cars and light commercial vehicles without direct CO2 emissions.
The law obliges municipalities with more than 50,000 inhabitants and island territories to establish low-emission zones no later than 2023, that is, areas with restriction of the circulation of polluting vehicles and the promotion of public transport and walking , by bicycle or by means of electric transport.
A novelty that emerged in the first reading of Congress is that those localities with more than 50,000 residents establish criteria to improve air quality "around schools, health centers or others of special sensitivity."
Then, a transactional amendment of the PNV was approved at the last moment that rejects that the Ministry for the Ecological Transition and the Demographic Challenge issue a report if any city council decides to revert its low emission zone, but that this document is issued only by the “organ regional authority competent in matters of environmental protection ”.
The norm obliges gas stations with greater economic capacity (nine percent of the total) to install at least one fast recharging point with a power equal to or greater than 150 kW to promote the expansion of the electric vehicle. New facilities for the supply of fuel and fuels to vehicles -or those that make a reform that requires revision of their administrative title- must install at least one electric recharging infrastructure with a power equal to or greater than 50 kW of direct current in order to that the recharging of the vehicle is fast.
