The list of instructions from the head of state following his working trip to Murmansk on March 27, 2025 was published on Saturday on the Kremlin website.
"The Government of the Russian Federation, together with the joint-stock company "Management Company of the Russian Direct Investment Fund", shall consider the issue of creating an Investment Fund for the Development of the Arctic," the list of instructions states.
Prime Minister Mikhail Mishustin and CEO of the Russian Direct Investment Fund (RDIF) Kirill Dmitriev have been appointed responsible.
On March 27, Dmitriev told journalists on the sidelines of the International Arctic Forum in Murmansk: "We are announcing the creation of the Arctic Investment Fund by the end of this year." "This will be a fund in which the RDIF will be the main anchor investor, but we will also attract other development institutions, possibly Russian banks, pension funds," the head of the RDIF said at the time.
"There will be many Russian co-investors. But we also see that our Arab co-investors will act as investors in the fund, and even, perhaps, co-investors from countries not only of the Global South, but also from Western countries. But again, everything is under Russia's control, protecting, of course, our resource base," said Dmitriev, who also holds the post of special representative of the Russian president for investment and economic cooperation with foreign countries.
Among other instructions from the President, the Roscongress Foundation is to ensure the analysis and summarization of the final materials of the VI International Arctic Forum "The Arctic: Territory of Dialogue".
