Shortly after Graham gave his interview about the permit should be awarded very shortly (all of those months ago), the Moroccan government changed the legislation for ALL new mining projects in Morocco, and asked for extra requirements, such as, how the mine would be cleared up after it was exhausted, are landowners getting treated fairly, etc. Everything has been addressed that was needed, and by Graham 'doing the right thing, in the right way' and also employing Hajar (Moroccan permit specialist) the permit WILL be forthcoming. The Moroccan government moves in slow motion, and cannot be compared to the UK, they are different beasts. Regarding the notion of 'Baksheesh' (bribes) it does go on in low level government (get a passport quicker, get a small planning approval though for a shed, etc.) but for a major project such as this, it doesn't happen, as it involves very high level official's, who can't have their name tarnished.
