MCPP being constructed same time as transmission lines funded by the World bank suggests that there may be every chance that both projects will reach completion at broadly the same time.
I do not believe that the timing of world bank funding is purely a coincidence. Even if the whole transmission project is not fully completed there may be enough linkage to the SEPCO LOT 2 project.
That some may agree or not during a negotiation process is par for the course. Working out a solution is what negotiation is all about. Seems highly unlikely that the PPA would have been presented to and received by Tanesco as a ''plan to fail''. why would they?
I am not sure I would want to make any investment decision or even a disinvestment decision, based upon a rag that has shown time and again that it cannot get the simple things correct. The PPA process will have been run on tight NDA lines. I do not see that NDA being broken by a mere Deputy. Should the PPA process have been unable to come to a working conclusion then it would not have been reformatted and handed over, why would it? Equally such an important adverse conclusion would have been subject to a formal announcement. Thus far we have not heard of any such announcement.
I suspect this final document now sits with the AG, who will present to cabinet. At the same time the minister for mines will be presenting the 3 SMLs to cabinet for a final decision.
No one knows at this time what their deliberations will cover.
