The European Union's Digital Services Act comes into force, the European Commission announced on Wednesday. The legislation will apply to all digital services that connect consumers to goods, services, or content. It will oblige platforms to better protect users' rights, limit illegal content and disinformation, and be more transparent and accountable, according to the Commission.
Platforms with more than 45 million users will be subjected to a special regime, which requires "wide-ranging annual assessments of the risks for online harms on their services," risk-mitigating measures, and independent auditing of their services. Meanwhile, smaller platforms and start-ups will see a reduction in obligations, special exemptions, and "legal clarity." The Commission will have the power to directly supervise large platforms and will set up a European Center for Algorithmic Transparency to analyze the functioning of algorithmic systems.
