Because of devolution (referendum, on 1 March 1979, Scotland voted in favour of devolution by 52% to 48% ) a new parliament and a new voting system evolved.
But changing an existing voting system to PR seems impossible as voters can't understand its complexity. As we found out when the Lib dems in coalition with Torys demanded a PR vote as part of their deal with Cameron. Only a third turned out to vote as the PR vote was defeated comprehensively.
