They cannot say, "We are opening a VDR to spark a bidding war between Air Products and CenerTech because Qatar just cut off 30% of the world's supply." They must frame it as a "strategic process to increase understanding."
You don't open a formal VDR, which involves non-disclosure agreements, sensitive subsurface data, and legal teams just to "understand a fault play." You open a VDR to facilitate a transaction....
