US investors can buy on the OTC BB using the EPIC EIHDF (888 Holdings). Just type that epic or "888 holdings" into Yahoo! Finance if you want a quote on it. Remember that quote will come back in USD.
Most US institutions that would want to take a position would just buy on the LSE once they wake up at 14:30 GMT.
The 888 OTC BB listing is I assume an ADR listing (I've not researched it) established on a like for like basis judging by the price (some ADR's for other companies can represent a multiple of the UK share, so I buy 1 ADR in the US but really I am buying 10 UK shares).
ADR's (American Depository Receipt) exist to open up the share to the US private investor base. If a guy in the US buys an ADR then he buys from a pool that a US institution is holding, that institution then buys from the UK market to replenish.
The US based OTC BB stands for Over The Counter Bulletin Board (aka pink sheet) and can be thought of as the equivalent of the UK AIM market.
Those companies listing ADR's need to meet compliance and report (like AIM companies do), so whilst it's a basic and cheaper US listing than the UK listing, it's still a listing in the US. Barclays for example offer an ADR on the NYSE, though to be on a mainboard with an ADR costs a lot in listing & reporting fee's, pink sheets of course are cheaper.
