Just to weigh in, this is deemed a corporate action, the American equivalent is a reverse stock split. The idea is to make the share price look more attractive as in reality. The price being this low with millions of shares being issued makes the stock look like crap. Likewise a stock split is used to drop the price of an expensive stock to make it look cheap/attractive.
What I would warn of is that normally, a share consolidation usually proceeds a name change and a number of other things that are essentially going to make the company appear different, such as a name change. I do actually think voting is necessary to block this action, in reality it’s time for bh to go.
