If it's true about the overtures, that would explain PP and others being prepared to invest.
As I said, I think their offer(s) will be less favourable now that PVR is so obviously desperate, but any reasonable offer would be welcome.
My questions are: if there are companies interested in taking APEC's place, were they interested when TOR was negotiating with APEC? Did they make less favourable offers than APEC? Did TOR choose to go with AOEC because their offer was, on paper, better? If so, he made a bad misjudgment.
