NO.
lloyds have a progressive dividend policy, which at the moment can be progressed even without increased profitability. The forward yield is probably 5.5% for 2023 and over 6% for 2024 . The BOD however decided not to progress the investment amount for Lloyds share purchases for 2023 which remained unchanged. The better outlook regarding pension deficits should also help with Lloyds keeping a strong capital position,but they aim to get the CET1 ratio down to their target by the end of 2024.

No capital was taken/stolen from ANY shareholder. If you believe that monies have been embezzled, you should take the matter up with the police.

As you should know, monies leaving the bank will be taken into consideration when the market values the business. As £1.7 Billion did not leave the business in 2020, the market would value the business with the retained money (it was not stolen). Any shareholder at that time would have been able if they so wished ,to extract for themselves some capital from that was held on the balance sheet by selling shares valued with the retained capital.

There is nothing that needs addressing - the BOD are there to make decisions.
Posters on here simply need to realise that fact, and make their investment decision based on what IS.
No amount of complaining on here from a poster does not alter decision making - it just shows a disconnect of the constant complaints and still being invested, as well as being annoying.
I would not complain on this board about such decisions that the BOD may take on the allocation of shareholder returns. If I was not happy, I would sell.

Lloyds do make external investment, but I cannot see (or the BOD) at this point in time, a much better investment that could be made by Lloyds bank than an investment in Lloyds shares at an extremely low valuation.

The current share price is about 10% above the average 2022 repurchases.
10% + returns each year including investment in Lloyds shares, and the arithmetic on the share price takes care of itself along the way (providing maintained profitability)
