I think you are probably correct, however, they are finite & the perfect storm is brewing . . . When spud news arrives and there are fewer loosely held shares, it can only go one way!
Whatever happens to CEG (& I don't wish failure on anybody) someone will operate those licenses and T&T gov't want the oil extraction enhancing with CO2 injection.
