I am not an accountant but if a non UK company can avoid UK taxation on the sale of the product, this is an excellent reason why UK Govt should get involved .Does anyone have the answer here ?
This author has a glaring omission in his list of outcomes.....a bid for the whole company. The underground assets leading to massive profits from a built mine will attract quite a few buyers

The reason for this recovery is that panic has disappeared and buyers can see the huge profits to be made once the mine is finished. In that context the share price is far too low.If the current management cant find funding then a take over is certain as $2.5 billion funding plus buy out cost is miniscule compared to annual profits and the 100 year resource below ground
The value of the resource underground is so huge that it will be targeted by the mega caps .If funding doesn’t happen a bid will and at much higher price than currently.Administration will not happen as the value of the company then vanishes as the various assets can only be valuable to a minebuilder and the existing contracts ,including the permission from NY Parks may be then be void.A huge buying opportunity in my view
Administration is highly unlikely. The fertiliser still underground is very valuable and there will be quite a few buyers at the right price. However this is best achieved by continuing the building process in the same efficient manner without the disruption of an administration process .I suggest there may be a bit of an auction with a result much higher than the current price.
The BOD have a job to do running the company for the benefit of all.It is not their job to mollycoddle short term chancers.in due course the facts will speak for themselves
