Understood Merchant. Don't take issue with much of that, other than I think the freeze in question does apply to DFC TAG payments, and not just USAID payments. Other poster(s) on here, I can't remember who, have confirmed as much. Moreover, there do not appear to have been any TAG payments handed out by the DFC to any company since January, when the freeze order came in. Therefore, it does seem that the current freeze applies across all foreign activities/payments, not just USAID ones?
Assuming this is correct, when the relevant DFS milestones are reached by Bres (next few months?), will the DFC payments be forthcoming? There are three possibilities:
1) The DFC payments will be made as agreed and OC will be a project that has survived this Review. This is probably the most likely scenario?
2) The Review will still be ongoing, meaning payments will be delayed until the Review is complete. Or because DFC is going through a reauthorisation.
3) The payments will not be made because Orom Cross has not survived a Review, and will be served with a suspension notice. This is probably the most unlikely outcome.
I note what you say that regardless, the funding gap has been filled with the recent raise, but it would still be bad news not to get the DFC payments when they are due. Overall, it would be good/better if Bres just came out and said they are anticipating receiving the DFC payments upon said milestones being completed. All imo and dyor
