Your hypothesis is no more than wishful thinking.
The simple passing of time must mean the decision is closer? No evidence for that is there?
The swedes using words like "forthcoming", "prioritised" and phrases such as "the decision is being prepared" have been discredited by the passing of the time to which you allude, and yet you still, without evidence expect a decision "soon"
For temporal context I would remind you of your wager ( for hard cash! ) that a decision on the license would arrive before the month end...

If there has been any illusory movement, it is circular and certainly not linear towards a decision based on law - "the law is enough" another discredited phrase. Let's be frank, the swedes have lied continuously for almost eight years.

aug59. Of course my assertion that the swedes will never make a decision is pure conjecture. How can it be otherwise? However, I have been saying so without any reason to reconsider for many years, which lends my musings increasing validity as time passes. What is beyond conjecture, is that those years have not brought BEM any closer to developing a functioning mine at KAllak, or the decision to allow any progress towards that.

As a former investor here, my interest and reasons for posting lie in academic fascination with a) the staggering political deviancy demonstrated by the swedes, whilst masquerading as a progressive liberal country ( a member of the EU no less! ) and b) the continuing "excitement" of long term investors for this moribund enterprise. Their levels of expectation regularly buoyed by imaginary deadlines and perverse beliefs that the swedes are under pressure to move from their implacable inert position.

ok. I'll play along with your thoughts for a while as the only valid currency on this board is surely conjecture ha ha.
Any ( wrong ) conclusion arrived at by UNESCO that a mine at Kallak would have indirect effects on Laponia, which might legitimise the declining of the license by the swedes is entirely possible.
However wrong that clearly would be, sadly, proving it to be wrong would be the company's task. Maybe a road preferred by the swedes as BEM would have to fight the government and UNESCO through the courts and Budge has no appetite for either fight in my opinion.

That excuse will last for months, in my opinion. Even when a response finally arrives, there will be more huffing and puffing and opportunities for Baylan to announce the UNESCO response throws up unforeseen issues which will require further discussion.

Absolutely.
UNESCO should return all the chuff the swedes have sent them and say nowt to do with us. It’s your country and your mining legislation. Laponia has no jurisdiction in the proposed mining location.
Should UNESCO perversely presume to state any opinion which might affect the license decision, I would seriously challenge it’s legality due to the 38km distance from the Laponia boundary.

If I worked for UNESCO and received this nonsense from the Swedish government, I would only have one question.

Alarmingly the swedes have chosen to highlight all the anti mining apstatements, even though they are not material to the ultimate decision.
Additionally they do not state, as they should, that the proposed mine would be 38 km outside Laponia’s boundary.
Budge should challenge this document immediately as flawed and biased against the comaony’s Application.

The application process has been effectively dead for years, so from here on, everybody is winging it, aren't they? So pretty much all hypotheses are valid to some degree.
UNESCO as an organisation is one predisposed to the same fear of putting a foot wrong which paralyses progress, as we know all too well.
The combined paralysis of UNESCO and the swedish government should alarm investors. Perversely, doubling the obstacles and bureaucracy appears to encourage many.
The license decision must not be dependent on Budge allowing it to only come after agreeing a deal with LKAB. He is absolutely correct to insist " concession first"
Sadly, that does nothing to accelerate the conclusion which may never come.
I have my own hypothesis about UNESCO's course of action. I may share it as long as this post doesn't get loads of whining about it being negative ( sigh )

That the Swedish government is a bureaucratic black hole is beyond question or doubt.
Now there is the spurious involvement of UNESCO, a global, colossal, lumbering bureaucracy itself, and hardly pro mining or pro anything heavy industry.
And investors think this is going to bring a swift conclusion???
Come on. Get real. Baylan will coast through to the elections next year and straight into another ministerial sinecure, without giving Kallak a second thought.
