As long as the stockpile is building to equal the total loan or thereabouts it doesn't matter.

Any drilling beyond the initial planned production date will not be in budget either unless they put additional to cover that.

But increased stock pile equals future revenue and more resource equals a more valuable project so working capital for those reasons are fine.

No concentrate no drilling and no production then loans would be a whole different kettle of fish.
