The chairman was one of the non-fossils on the committee. He clearly steered them towards rejecting the refusal motion and audibly sighed when they accepted it.

I have nothing against old people - with any luck I’m heading that way myself - but they should be pottering in the garden, or having a cup of tea and reading a book, not screwing up great projects and wasting taxpayers money!
