Forward selling is effectively shorting if they have borrowed the 500m shares and replaced them with the placing shares its perfectly normal. Goes on all the time with CLNs

If you manage the forward selling correctly it is not illegal.

If those holdings change by more than 1% then they must notify

No forward selling or shorting is not illegal
